If everyone's wearing the same suit, it doesn't matter that how hydrodynamic it happens to be. I suspect that those who chose the suit wanted sexier-looking suits — perhaps to appeal to the vanity of the girls. If you go for a skimpiness that's cute but not overtly sexy on an average athletic girl, you'll have something that might look outrageous on somebody else. By stupidly sexualizing the female athletes and then relying on a formalistic application of the rules, the officials stumbled into a charge of racism.
