They didn't give the link for this but they told me where to find it. Here:

I don't know when Twitter added that "Twitter Safety" bit, but it's interesting that the NYT didn't mention it when it contrasted Twitter and Facebook. I think the Twitter approach of labeling is much better than Facebook's outright censorship. It's important to be able to make comic videos!
