U.S. Navy leaders are beginning to believe the fleet is all wrong. It’s got too many big warships and too few small ones.

That could change. The Pentagon is preparing a new naval force-structure assessment—its first in four years—and it’s likely to invert the current structure and add a lot of vessels to the fleet.

The goal is to spread out the force so that it can better avoid Chinese missile barrages. “Distributed operations,” the Navy calls it.

"If I had a crystal ball and had to predict what the FSA was going to do, it’s going to probably recommend more small surface combatants," Vice Adm. Bill Merz, commander of the 7th Fleet in the Pacific region, said in 2019.
